- Other centres will still grow, but will have limited council services like water, sewage and rubbish disposal, and more private schemes.
- Papakinga (community) housing allowed as a controlled activity, but because much Maori land is coastal, the form of the development will be restricted.
Economy
- Limited industrial growth.

- More lifestyle blocks in rural and coastal areas.
Community Facilities
- The eight centres will have community facilities, with pressure for each to fund substantial complexes.
- More boats will put pressure on berths, moorings and boat ramps.
