Towns
- Thames, Coromandel, Matarangi, Whitianga, Cooks Beach, Tairua, Pauanui and Whangamata will have council services (water, sewage, rubbish), but few improvements.
- Limited council services in other areas. Services for new development largely at the cost of developers through private schemes.
- Policies will encourage housing in small villages and discourage infill and high-rise development. So villages will expand into rural areas.
Economy
- No large industrial areas; industry will occur to meet demand, including rural areas, coastal waters and possibly sensitive areas.
- Small to medium-sized businesses will dominate, including boutique hotels and home-based businesses.
- Aquaculture will spread, but affect character and recreation.
Landscape
- Greenfield developments will meet demand for rural, coastal and remote living; few undeveloped and rural areas will be retained, unless they are pristine landscapes.
- Some development in outstanding landscapes.
- Relatively easy to develop papak inga housing on Maori land compared with other scenarios.
Community Facilities
- Public facilities will be spread out including many sports facilities.
